1、 起草: 審核: 批準: 1. 目的 Objective 建立人力資源管理體系,明確對各崗位人員錄用、培訓(xùn)和考核的控制要求,以確保給各崗位委派合適的人員。 Establish the human resource management system to clear the requirements of the employees recruit, training and evaluation to ensure the right person is appointed.

2、 2. 適用范圍Applicable Scope 本規(guī)范適用于深圳市HUAWEI實業(yè)有限公司內(nèi)部員工的培訓(xùn)管理。 Be applied to internal training management in the HUAWEI company. 3. 職責 Responsibilities 3.1. 人事行政部administration department 3.1.1. 依據(jù)各部門編制的《 部 崗位說明書》, 負責人員的招聘、培訓(xùn)、考核并監(jiān)督實施,并對組織培訓(xùn)效果進行評估。 In charge of the employees recruit

5、 3.1.5. 辦理有關(guān)全公司培訓(xùn)課程安排、實施、推展事項。 The administration department will complete the company training arrangement, implement the training, and promote the training. 3.1.6. 根據(jù)各部門的需求編制整公司年度培訓(xùn)計劃。 To establish the company annual training plan. 3.1.7. 對員工參加各項培訓(xùn)課程記錄進行建檔,并記錄于《**培訓(xùn)記錄》(新入職和在崗) To set up the

6、 training history records for the employees, and fillrecorded in the <**employee training records>. 3.2. 各部門 related departments 3.2.1. 辦理部門內(nèi)培訓(xùn)經(jīng)費預(yù)算之編列、控制、運用等有關(guān)事項。 To handle, control and use the training budget within the department. 3.2.2. 辦理部門內(nèi)培訓(xùn)需求調(diào)查、檢討實施狀況。 To complete the departmen

7、t training requirements survey, to evaluate the training effectiveness, to monitor the training implementation. 3.2.3. 辦理部門內(nèi)培訓(xùn)課程安排、實施、推展事項。 The related departments will complete their own training arrangement, implement the training, and promote the training. 4. 程序內(nèi)容 Procedure Contents 4.1. 人力資

8、源配備 human resource requirements 4.1.1. 崗位說明書position requirements description 4.1.1.1. 各部門編制本部門的《 部 崗位說明書》,明確各崗位對從業(yè)人員的學(xué)歷、培訓(xùn)、工作經(jīng)歷、資格的具體要求。(詳見附件《崗位說明書制作審批流程圖》) The related departments will work out the <___department __position requirement description> to clear the work position

9、requirements, include the education, training, work experience and qualifications, etc(sift annex) 4.1.1.2. 批準后的崗位說明書交于人事行政部,作為人員選擇和安排的主要依據(jù)。 The approved position requirements description shall be sent to administration department to

10、be used as the standards of employee recruiting and arrangement. 4.2. 年度需求人員預(yù)算 annual employee demands 4.2.1. 每年十二月份,各部門依據(jù)公司的“經(jīng)營計劃”確定下一年度人員需求,并交由人事行政部統(tǒng)一整理,人員需求計劃需定后,人事行政部召開年度人力需求計劃會議,并將結(jié)果交由主管副總經(jīng)理審核,總經(jīng)理批準后實施. The administration department shall summarize all the demands to complete the employee demand plan and open the annual human resource demand plan meeting. The plan will be implemented after reviewed by the vice general man

12、ager responsible, and approved by the general manager. 4.3. 招聘與面試 recruit and interview 4.3.1. 招聘途徑:網(wǎng)絡(luò)、內(nèi)部招聘、人才市場、推薦、學(xué)校選才. Recruit methods will include the internet, inside the company, human resource market, recommend and to choosing in the school. 4.3.2. 需求信息發(fā)布 public the demand information

13、 4.3.2.1. 人事行政部依據(jù)《 年度人力需求計劃》,將所需職位、崗位要求、所需人數(shù)等發(fā)布網(wǎng)上. 并每日收集簡歷. The administration will public the related employee demand requirements in the internet according to the < ___year human resource demand plan>, and collect the resumes every day. 4.3.2.2. 人事行政部聯(lián)系人才市場,將所需招聘人員明細FAX人才市場,并確定招聘日期,同時通知用

14、人部門的主管副總經(jīng)理。 The administration will fax the related employee demand requirements to the intelligent market, confirm the recruiting date, and inform the vice general manager responsible related to. 4.3.2.3. 對于用工不急且需培養(yǎng)潛在人才時,人事行政部聯(lián)系正規(guī)院校,學(xué)校必須是教育系統(tǒng)直屬,且具備一定的師資實力. 15、eparation will choose from the schools which belong to the formal education system, and have higher education power. 4.3.3. 招聘前準備 recruiting preparation 確定招聘日期和途徑后,人事文員需準備公司簡介、招聘人員清單、面試通知單、筆,并交與招聘人員。 After the recruiting date and methods are confirmed, the related personnel shall prepare the co

16、mpany instruction, employee demand list, interview notice, pen, and hand over to the recruiters on site. 4.3.4. 簡歷收集與篩選 resumes collection and choose 人事行政部依據(jù)先“德”(心態(tài))后“才”原則及《 部人員崗位說明書》,對簡歷進行初步篩選,對符合公司要求的人員,可開出《面試通知單》,通知到公司面試,不能確定的簡歷,由人事行政部暫時收集,至公司時依據(jù)面試權(quán)限交與相關(guān)部門篩選。 The administration department

Only when the interview exam score are more than 80%, and the skill exam score are more than 60%, the person will take part in the oral exam. 4.3.6.4. 口試 oral exam 面試崗位及人員權(quán)限參照上表,所有口試須填寫《面試評價表》。并填寫面試結(jié)果,多人面試時必須有2/3人員同意方可正試錄用。薪資皆由副總經(jīng)理以上人員確認方可生效 Th

26、edical examination 人事文員依據(jù)面試結(jié)果通知已錄用人員體檢,體檢必須到“區(qū)級以上人民醫(yī)院”進行體檢(體檢項目為:肝功能、兩對半、胸透),體檢合格后由人事文員通知錄用人上班。 The hired person will be informed to do the medical examination by the administration personnel. The person will inform to come to work after the medical examination is passed. 4.4. 上班前手續(xù) procedure before work 4.4.1人事文員通知新同事上班前,須填寫《入職登記表》,并由新同事提供近期一寸彩色照片兩張,一張貼于廠牌上,一張貼于《入職登記表》中,同時提供證件復(fù)印件,人事文員須為每位員工建立個人檔案。行政文員辦理宿舍、鞋柜等,手續(xù)辦妥后由人事文員將新同事介

31、ing contents 4.5.1. 實施要則:main requirements 4.5.1.1. 各部門在擬定《部門 年度培訓(xùn)計劃表》時,應(yīng)參考部門內(nèi)《職級與培訓(xùn)需求矩陣表》及部門實際需要進行擬定,呈分管副總經(jīng)理核定,作為培訓(xùn)實施依據(jù)。 The related departments shall complete the <___department ___year training plan> according to the and department HUAWEI

33、department ___year training plan>, and approved by the general manager. 4.5.2. 實施內(nèi)容 training contents 4.5.2.1. 培訓(xùn)分為新進人員培訓(xùn)、在職培訓(xùn)。 The training will be classified new employee training and on-the-job training. 4.5.2.2. 新進人員培訓(xùn)(入職培訓(xùn))new employee training 4.5.2.2.1. 本訓(xùn)練之目的在使新進人員了解本公司組織、文化、管理制度、品

34、質(zhì)觀念、工業(yè)安全生產(chǎn)等。 The training is to let the new employee know the organization structure, culture, regulations, quality objective, safety production, etc. 4.5.2.2.2. 新進人員先由人事行政部門進行入職培訓(xùn),再分派各部門任職,由相關(guān)部門進行職前培訓(xùn)。 The new employees shall be trained by the administration department, and trained by the relat

35、ed departments for the basic operation training before start to work. 4.5.2.3. 在職培訓(xùn) on-the-job training 4.5.2.3.1. 本培訓(xùn)之目的使各級人員,具備執(zhí)行職務(wù)及發(fā)展所需之知識與技能所實施之培訓(xùn)。 This training is to let the employees have the required knowledge and skill to complete the designated work. 4.5.2.3.2. 在職培訓(xùn)包含從業(yè)人員專業(yè)技能培訓(xùn)、崗位培訓(xùn)

36、、各職級主管人員培訓(xùn)及特別之培訓(xùn)。 The on-the-job training will include the position training, skill training, department chief and leader training, and other special training. 4.5.2.3.3. 崗位培訓(xùn)包括學(xué)習(xí)相關(guān)作業(yè)規(guī)范、程序及崗位技能等內(nèi)容?;镜膷徫慌嘤?xùn)包括但不限于以下項目: The on-the-job training will include the training of work instruction, procedure

The basic on-the-job training will include, but not limited to, the followed items. a. 中高層管理人員(主管、部長及以上人員)middle-higher management chiefs l 企業(yè)管理(企業(yè)發(fā)展戰(zhàn)略、領(lǐng)導(dǎo)藝術(shù)、管理方法、管理模式等)相關(guān)培訓(xùn)。 The training will be related to the company management, include the company strategy, leaders

38、hip art, management methods, management modes, etc. l 公司質(zhì)量手冊、程序文件等體系相關(guān)的培訓(xùn)。 The training will be related to the company quality manual, procedure documents, etc. b. 基層管理人員(班組長)grass-roots unit leaders l 現(xiàn)場管理相關(guān)培訓(xùn)。on-site management training l 有關(guān)的程序文件、工作規(guī)范等體系相關(guān)的培訓(xùn)。 Procedure documents and

41、 e. 關(guān)鍵工序及特殊工序包括:外觀檢查、測試、QC、焊錫、老化、電批、維修、硬盤拷貝、文控文員、倉管員等崗位。 special position and key position training, include the position in the appearance, QC,welding, aging, electric screwdriver、packaging ,maintain,HDD coping, chemical management,DCC,The Warehouse staff etc. l 崗位職責培訓(xùn)。Position responsibilities

42、training l 工作規(guī)范培訓(xùn)。Work in tructions training l 崗位技能培訓(xùn)。Position skill training f. 電工、司機等崗位人員培訓(xùn) electrician and driver training l 按照國家相關(guān)規(guī)定進行 refer to the national requirements. 4.5.3. 訓(xùn)練需求及計劃 training requirements and plan 4.5.3.1. 年度培訓(xùn)計劃:公司于每年11月底,由人事行政部向各部門調(diào)查下年度之各項培訓(xùn)計劃,并由人事行政部匯總呈總經(jīng)理核準后,作為培

43、訓(xùn)實施之依據(jù),如有變更,請?zhí)顚憽赌甓扰嘤?xùn)計劃修訂表》,依分層負責辦法,經(jīng)權(quán)責主管核準后,送人事行政部備查及修訂計劃。 Yearly training plan: At the end of Nov every year, the administration department will do the training requirements survey, and summarize the related training plan to the company training plan to be approved by the general manager. 45、ethods, internal training/external training 4.5.3.2.3. 受訓(xùn)對象、講師、費用預(yù)算等。Lecturer, budget and the trained employees. 4.5.4. 內(nèi)部培訓(xùn) internal training 4.5.4.1. 內(nèi)部培訓(xùn)是指由公司或工廠以自有設(shè)備、師資實施的培訓(xùn)。 The internal training will be implemented by the company own equipment and tutors. 4.5.4.2. 講師由具課程專長相關(guān)之員工或合適之專業(yè)人士擔

46、任。 The tutors will be the right professional personnel or the specialty person. 4.5.4.3. 各項課程參加人員均應(yīng)于《教育訓(xùn)練簽到表》簽到,主辦單位應(yīng)于上課結(jié)束后三個工作日內(nèi)連同講義/教材送人事行政部。 The related employees take part in the training shall sign in the which be sent to administration department with t

47、he teaching material within 3 working days after the end of training. 4.5.5. 外部培訓(xùn) external training 4.5.5.1. 外部培訓(xùn)是由各部門依需要,選派人員參加國內(nèi)外各種培訓(xùn)班,講習(xí)研討會或觀摩教學(xué)等實施之培訓(xùn),應(yīng)填寫《委外培訓(xùn)申請表》。 The external training will be implemented by the related departments according to their own needs, to let the related employees

48、 take part in the domestic and overseas training, pro-seminar, or delegation visit, the shall be filled. 4.5.5.2. 各部門或個人未經(jīng)總經(jīng)理同意,不得自行收受培訓(xùn)有關(guān)資料自行辦理(自費不在此限)。 The related departments or persons cannot take part in the training without approval by the general

49、 manager, except the expenditure will be paid by individual. 4.5.5.3. 原則上在正常工作時間外,公司不派員參加外部培訓(xùn)。如員工自愿在正常工作時間外參加培訓(xùn),需填寫《自愿參加委外培訓(xùn)申請單》,不得要求公司給予補休或發(fā)給加班費。 The company will not let employee take part in the external training in the normal working times. If the employee can take part in the training in the

50、 no-working time, and will not ask the company give the rest time and additional work charges. 4.5.6. 成果評估 effectiveness evaluation 4.5.6.1. 教育訓(xùn)練研習(xí)心得依下列規(guī)定呈核:Training achievement shall be given in the followed requirements. 4.5.6.1.1. 凡參加外部培訓(xùn)者,應(yīng)于事后七個工作日內(nèi),向人事行政部門繳交培訓(xùn)之講義及《委外培訓(xùn)評估暨心得報告》正本。未依規(guī)定者,自發(fā)生日

51、起至次年底止,取消其提出申請參加外部培訓(xùn)資格,除非總經(jīng)理核準之培訓(xùn)課程。 The shall be handed over to the administration department after the training is over 7 working days, or the related person will not be permitted to take part in the external training before the end of next year, ex

52、cept approved by the general manager. 4.5.6.1.2. 外部培訓(xùn)如果是外面教師到公司內(nèi)部進行培訓(xùn),則不必按4.2.6.1.1的規(guī)定辦理,可以不填寫《委外培訓(xùn)評估暨心得報告》,并按內(nèi)部培訓(xùn)辦理簽到表、教材存檔(如果屬于供應(yīng)商提供的培訓(xùn),則不必提供教材)。 If the external tutors do the training in the company, the 4.2.6.1.1 will no be followed, the will no

53、t be filled, and the training attendance list will be filled, and the teaching material will be archived. 4.5.6.1.3. 內(nèi)部培訓(xùn):廠內(nèi)培訓(xùn)完畢,可將測驗、問卷、上課情況、業(yè)務(wù)實作等作為驗收成果。 Internal training: after the internal training is end, the training effectiveness evaluation will be done by the exam, questionnaire, operati

54、on, etc. 4.5.6.2. 凡經(jīng)指派接受教育訓(xùn)練人員,因該項目或課目取得結(jié)業(yè)證明或執(zhí)照者,應(yīng)提供復(fù)印件給人事行政部留存。 If the related qualification certificate will be given to the trained person, the copy will be kept in the administration department. 4.5.6.3. 接受培訓(xùn)人員上課期間視同上班,不得任意缺席遲到。若因特殊事故未能參加者,應(yīng)事先請假。 The training time will be regarded as the w

The leave application will be approved in advance if cannot take part in the training for special reasons. 4.5.7. 培訓(xùn)考核與資格認可 training assess and qualification acceptance 4.5.7.1. 新入職培訓(xùn)由人事行政部考核,崗位培訓(xùn)由部門實施考核,其他內(nèi)部實施的培訓(xùn)由實施部門組織必要的考核。(筆試≥60分為合格,<60為不合格,口試OK為合格,NG

56、為不合格。其它考核方式指雙向溝通、互動游戲等。) The new employee training will be assessed by the administration department, the on-the-job training will be assessed by the related departments, and other training will be assessed by the organization and implementation departments. The written exam is passed as the score

57、is more then 60, the oral exam is passed as the assessment is ok, the other assessment will include the communication, games, etc. 4.5.7.2. 內(nèi)審員須經(jīng)外部的權(quán)威培訓(xùn)機構(gòu)進行培訓(xùn)并取得合格證書。 The internal auditors will be trained by the external qualified training organization, and get the qualified certificates. 4.5.7.

58、3. 對于新入職培訓(xùn),考核成績≥60分者判定為合格,考核成績<60分者判定為不合格,需要重新培訓(xùn)并補考,補考不合格者不予錄用。 The new employee training will be re-trained again if the assess score is less than 60. The related employees will not be hired if the makeup is failed. 4.5.7.4. 焊錫、老化、電批、維修、硬盤拷貝是特殊工序,外觀檢查、測試、QC是關(guān)鍵 工序,特殊工序及關(guān)鍵工序人員上崗前必須經(jīng)過崗位培訓(xùn),經(jīng)考核合格后,由

59、人事行政部制作《上崗證》,并將《上崗證》發(fā)予特殊工序及關(guān)鍵工序人員。人事行政部每月統(tǒng)計各部門上崗證人員清單,制作《上崗證一覽表》,發(fā)放到相關(guān)部門。 The welding 、aging、electric screwdriver、 maintenance、HDD coping are the special position. 61、d department. 4.5.7.5. 司機、計量員、電工、電焊工、電梯工、報關(guān)員、會計等特殊工種需取得國家權(quán)威機構(gòu)的相應(yīng)合格證書。由人力資源部培訓(xùn)中心制作《持有特種操作資格證人員清單》,每月15日前更新一次。每月15日前通報并提醒次月證件到期人員進行復(fù)審工作,收集復(fù)審成績及審核已通過證件的復(fù)印件存檔以備查。 The driver, calibration operator, electrician, welding worker, elevator operator and accountant will have the qualified certificate by the
